One line item, three parts: the post, the collar that drops over its head and the letter-size frame on top.

Order it when you are starting from nothing. It removes the two failure modes that dog sign orders — a frame arriving with no collar, plus a collar that will not fit a post somebody else supplied. It also suits a message with no queue attached: a corridor junction, a breakout room, a notice where no line exists.
